If you are experiencing a nuisance caused by a barking dog, notify the dog's owner in person, by telephone, or by letter. Be as specific as possible about the dates and times of the problem. Many dog owners aren't aware of their dog's barking so please tell them politely that the loud noise is bothering you. Ask them if they can please keep the animal inside or find another way to quiet the pet.
If the barking continues please fill out the online form or call 510-790-6635. An Animal Services Office will be sent to investigate the complaint and take appropriate action. Animal Services will send a letter to the dog owner, including tips on how to stop the barking problem.
If the barking still continues, the City will send the complainant a Log and Petition to track the barking over a 14 day period. The petition must be signed by 2 or more additional parties and cannot be signed by additional members of the same household or address. The Log and Petition must be returned to animal services within 7 days following the end of the Log and Petition period
While barking is a natural canine behavior, it can be bothersome to surrounding neighbors and it is the owner’s responsibility to ensure the barking is not excessive. Some things you can do can be found on this document.
Prolonged nuisances may subject dog owners to fines or other legal action.
